It was most likely that zavarous wanted an excuse to fight destra since every powerful empire withbloodline was from zavarous garden under the condition they are to fight under there banner incase of cosmic war zavarous wanted revenge for his children and grand children so he took destra attack on nine paths planet as an excuse to start war since other tyrants restricted there collision during destra civil war but if the empires with bloodlines from zavarous garden fight eachother that doesn't count and it's not like they are officially part of zavarous galaxy
